Recommended mods: MTR mod (I used it for the lifts), Create mod (I used it for the glass), Biomes O' Plenty (I used it for the doors)
(better to be 1.19+)

* Paste the building 4 blocks lower than the ground. For example, if you're at y=70, then paste this building at y=66.

* I used both oak planks and petrified oak slabs (double) for the ceiling and the ground, though I forgot where I used the petrified oak slabs. :P You can replace them to other materials but just to let you know.

* The lighting wasn't really enough when I was modifying the building, so I replaced a bunch of 'air' blocks to 'light' blocks.

* All the flats are not furnitured, and they are kinda small. You can combine some flats together if you want.

* I used oak signs to label the house numbers (i.e. 101-119, 201-219, 301-319, ...), but the text on the signs may disappear when you paste it. You can remove all the signs, or re-label the numbers, or just let it be.
